You need both because they look at different things.
Employment rate is more about how much is potential is left in the population. Unemployment speaks about many people looking for jobs are on the labor market.

What you’re missing, for example in countries like Italy and Romania (speaking from the experience of living in both) is people working without declaring it to the state, to avoid taxes or to keep receiving unemployment and similar benefits.

Why is Romania’s employment rate so low compared to Bulgaria’s? It can’t be due to the Roma minority, as their percentage is actually higher in Bulgaria (just getting ahead of the usual suggestions).

The unemployment rate tells us who is not working but actively seeking a job. They have an influence on the job market and on inflation. High unemployment pushes down wages because there are more job seekers than jobs.
When unemployment is high, central banks lower interest rates to encourage investment and “prime the pump” as the saying goes.
When unemployment is low there is risk of wage inflation, so central banks raise interest rates.

These 2 go hand in hand, together with productivity.
Unemployment is better for some things (usually have politicians happy in television), employment is better to capture the whole job market, productivity is better to capture the state of the economy. Taken together you can have the full picture.

In Hungary, this high employment rate is mostly a lie. In many rural areas, people are kept on public work programs for such a low amount of money that it’s just barely enough not to starve.
These programs are handed out by local “mini-lords” who control who gets work in villages where there are literally zero other job opportunities. So people become totally dependent on them. It’s mostly sweeping streets, raking leaves, that kind of thing, because there’s nothing else.
And surprise surprise, these people are the core voters of the ruling party, Fidesz, because they’re constantly told that if the opposition wins, even this crappy job will disappear.
As for actual rural development? Nah, that’s not on the menu. So yeah, that “great employment rate” is just a hoax.

Unemployment shows you how many people would want to work, and are looking for a job, but cannot find one.
Employment rate just show how many people do work, it includes also people who do not want, need, or can work at all, that’s not useful, as the fact that they are not employed has nothing to Do with the economy, it’s not necessarily because they are unable to find a job.. it could also be that they are rich and don’t want to work, those should not be included
