When i lived in Israel it was 90 seconds which is really not much so most houses come with a fortified safe room these days. Honestly without the safe rooms it’s such a nightmare trying to scramble for a public shelter in a minute and a half. I can’t imagine making it down to the subway platforms in time in that case.
