Il mio visto studentesco tedesco è stato respinto affermando che ho pagato solo una parte delle commissioni del primo anno, tuttavia ho pagato le commissioni complete del primo anno e ho mostrato anche una prova di conto bloccata, ma è stato comunque respinto.

So you have any official document stating the rejection (this honestly looks like a scam. There’s different font sizes, it’s very obviously not an official letter or anything, it’s in English, the ending just states “on behalf of Manuel”, …)
Get the official statement, review the documents you sent – maybe you forgot to add the proof of payment for the tuition fees?
It’s possible to file for revision usually.
Get a lawyer if you can… My brother experienced the same thing and threatened to sue after the appeal has been rejected too. They eventually gave the visa
The translation is awful and not helping. But basically, the proofs you provided for covering your expenses, tuition and life expenses and not complete.
The blocked account for the first year of your stay, should amount to 11,904 euros.

This is only for the living expenses. Additionally you need:
“*If the university charges tuition fees: Proof of funds equivalent to the tuition fees for the first two semesters and the fee structure (detailed overview of fees). This can be either of the following:*
*- Confirmation of payment issued by the university OR*
*- Education loan OR*
*- Unblocked deposit added to your blocked account (i.e. deposited in addition to the 11,904 euros mentioned above)*”

I have attended the visa appointment for after the rejection. It’s been 8 days still not recieved visa.
