You normally not buy them. They are handed out but the system is different everywhere. Some places stores give them out, other times town hall, sometimes you need coupons, sometimes not.
Check your town/city homepage for Gelber Sack.
You don’t buy them, they are free. Your city should have a list of places where you can get them.

Might be at the Rathaus, might be at specific Bakeries, Kiosks or similar.
Just google for your town/city name + “Gelbe Säcke”, and you should be able to get more info.

Could be Gelbe Tonne, Gelber Sack or a mix of both…
They are free but you have to go on crazy quests to obtain them. Having an extra roll of these is quite the status symbol.
In my town they’re handed out at gas stations. It can be different though, you better ask a local
Google “your City” and “gelbe Säcke”. Usually you can find a list of the places that give them to you.

You’ll get them for free, usually at the Bürgerbüro pr at the Wertstoffhof
In my area these were handed out at the main desk of the local town hall (Rathaus). Now we have yellow bins so that is nothing but a childhood memory now for me.
