If true, makes him complicit in comforting those who commit crimes against humanity (which is what targeting civilians means) and by the way is prosecuted without statute of limitations. Smells like trying to find a way to force his minions in his otherwise impossible third term, so he does the same as putin, making everyone complicit. Would even go so far and call it classic mafia buffoon move at least.
edit, reference: the same laws apply to his administrations. Most laws (international or national in all of europe, canada, australia, japan) against genocide or crimes against humanity include officials responsibility to prevent it from happening. Not obeying this set of laws is comforting to the aggressor no matter if he plays golf club innocent. I‘d try him in tribunal regardless.

Since you enjoy “cards” so much I would propose the following wager: We define “very shortly” and “crushed” and if Ukraine is not “crushed very shortly” you provide Ukraine with EVERYTHING it needs to win, per their requests. A wager of sorts. Ukraine and everything west of it is willing to take this bet Are you really willing to bet against? Your friend Vladimir bet he’d be in Kyiv in 3 days and has failed spectacularly. It means he knows what will be happening at the military parade in Russia. Putin bombed Russians to level Grozny, so will likely use this as a reason to level Kyiv. Something must be done before then to prevent as many casualties amongst Ukrainian civilians in Kyiv
He’s pressing for the end of this war because Putin is running out of tanks, ammo, and if he doesn’t win any land back. He’s going to have a million men come back injured, drunk, unable to get work and will cause a major spike in crime and could seriously cause a major spiral for his country leading to his demise. Slava Ukraini, let Putin hurt until he’s no longer alive.
