Could be leftover from some paper used to protect the floor from painters/repairmen/delivery etc. If they expect to go up and down the stairs with dirty shoes or carrying dirty materials (like old wallpapers, tiles, concrete) it is not unusual to cover stairways with paper to protect it and reduce the need for cleaning.
Could also be some asshole neighbour or kid having fun.
