It’s a measuring point for calibrating measuring equipment, that’s the best way i can explain it in English.
You basically need minimum 3 of these in view of the measuring device so you can pin point where it is in the world before you can start measuring things accurately.
Edit. Surveying marker is the correct word like the_jone said, my brain couldn’t remember that word.
It’s a reference point for a tachymeter. Since the precise locations of those are known, you can simply plop the tachymeter down where-ever needed within the line of sight to those. Then the tachymeter knows exactly where it is and it can be used to measure or with more advanced models, even to project markers for construction precisely where planned.
