What is this law forbidding “agression contre un emblème étranger” (to use the phrasing from the article in the Blick)?

Nice.
This was either a Grüsel/gross weirdo but probably an emotionally incontinent loser.
Switzerland is responsible for the safety and protection of any diplomatic outpost on our land. This is a serious job that is a foundation for the diplomatic standing we enjoy despite our small size.
So it has to be respected by anyone and while protesting is fine, petty act of crime and vandalism deserve a strong reaction.
I hope the guy learned a lesson.

I have some questions:
1. which kind of authorisation have those foreign agents to physically stop a swiss citizen on swiss soil – like a swiss policeman? Is it legitim? Based on which paragraph?
2. do a foreign citizen/agent on swiss territory have more rights as a swiss civilian citizen?
Civilians are also authorized to physically capture someone on the street? I tought this is something that only a policeman can do.
I am very interested to the answers (also bc of a citizenship test).
