He should engage a good lawyer and milk his experience.
He needs to sue. This is how is stupid Americans learn. Sue the United States. Sue the state or states you were held in. I could say more, but a licensed attorney will know more. My dad’s job as a lawyer was to review these type of “crimes” or “negligence” or whatever.

I think after all this unjust nightmare, he will relinquish his green card and residentship, why would he keep a green card of a nation that treats legal residents and even citizens like this? As a US citizen I feel for him and I am ashamed to what US is becoming under the orange chemical, I am beyond disgusted…
