In sintesi, la polizia ha fermato un’auto perché i pacchetti che trasportavano stavano bloccando la vista del conducente e anche non correttamente fissati.
Ora, ottengo completamente ciò che significa bloccare gli specchi laterali (seitenspiegel) e come può essere pericoloso, ma l’articolo parla anche del lato giusto "finestra" (Seitenscheibe) bloccato ed è un problema. Quella finestra non è parzialmente bloccata anche da "umani" Seduto sul sedile del passeggero? O seitenscheibe significa qualcos’altro?
E in una nota pertinente, ho letto da qualche parte che bloccare lo specchietto retrovisore è in realtà legale poiché i furgoni di utilità lo fanno sempre. È preciso?

In reality whatever the policeman deems to be blocking view will get you fined and you will not go to court over a fine. You can get fined if a autobahnvignette is somewhere in your point of view
When someone sits in the passenger seat you can still get a pretty good view out of the passenger side window. E.g you can easily see a car that you’re overtaking. I don’t think it’s the same as if you stack the seat with boxes.
Most likely it’s about the „Seitenblick/Schulterblick“, that gets blocked by all those boxes.
If especially the driver’s but also the passenger’s seats are adjusted properly, a passenger doesn’t obstruct the view to the point of making traffic observation impossible. Packages piled up as in the photograph however do.
If the passenger behaves in a way that they do obstruct the view, the driver would be obliged to order the passenger to stop, move the passenger to a rear seat or deny transport altogether since the responsibility to safely operate the vehicle is the driver’s.
The boxes block the view of the driver to the right completely. This includes the view through the front window and the window on the passenger side. A passenger wouldn’t be such an obstruction as shown in the picture.
