In all seriousness, communism was horrific where I am coming from, from most points of view.
But it managed to address this issue. A whole neighborhood would be build at a time, with all services integrated. The build quality was better than today (this problem specific to my country). People would be assigned a place to live based on their marital status and number of children. Also, a lot of people from the countryside would be moved to the city like this, giving them a chance to escape the shitholes they were born in.
There was some gentrification though. The best apartments / houses would be reserved for the party and the security apparatus elites.
I am pretty sure this system could be improved today. But it’s not gonna happen, will it? Since everything is tied to land and property prices and rent yields.

Despite the low birthrates in Europe, many of its countries are currently experiencing population increases thanks to immigrants.
At the same time, nearly everybody is against construction of tall buildings in high-density neighborhoods. This type of urbanism not only mitigates housing problems, it is the most environmentally friendly. But, everybody hates it, left and right
So, it’s basic economics. You have a considerable increase in demand while offer hardly changes. This can only lead to higher prices.

Those workers cant afford the house too.
It is the influx of CAPITAL that is the core problem. The post pandemic stimuls all over the world. Free cash given out that got invested and that pumped the prices of various assets and stocks.
That simply devalued our work vs assets.

Plenty of rich people are buying up all the newly built large house with gardens where I live. Why bother building something more complex yet efficient like apartments, when you can knock up a bunch of houses in a fraction of the time and effort. Public transport links? Nah, use cars.
