The problem is, Putin can not order a cease fire just like that. Russian troops at the front can only be kept under control by constant state of aggression. If a real cease fire order was given for real, it would either be ignored, or the Russian troops would turn against each others and themselves, and either way there would be chaos.
I mean, not _all_ the Russian troops in Ukraine obviously. I mean those combatants, who have been at the front for a while, abused by superiors, committing war crimes as much as they can, and generally broken and incapable of peace in any meaning of the word except death. No cease fire will hold as long as people like this have access to drones, mortars, artillery.
I hope I am wrong here, but I do fear the only way to end the war is to destroy the Russians, who are too far gone to stop the war. More weapon for Ukraine!
