It is for the current.Onehandrail is connected to ground. For possible indirect current

A railing that is able to slide a bit (probably so that nothing is bent in between -15 and +42°C Temperatures), but with ensured electrical connection between the parts by that loop
These loops are needed next to train tracks to get everything to ground potential afaik

Electrical Engineer here. This thing is to make sure both rods are at equal potential. Since one is connected to the ground ( 0 Potential Ideally), it makes the other one to be at 0 as well. So, in electrical terms, it is something of an equipotential joint.

To make you smile back.
A railing. With a connection that is probably intended to earth the entire railing. A.k.a. „Electrical bonding“ or „Potentialausgleich“.
