    These loops are needed next to train tracks to get everything to ground potential afaik

    Electrical Engineer here. This thing is to make sure both rods are at equal potential. Since one is connected to the ground ( 0 Potential Ideally), it makes the other one to be at 0 as well. So, in electrical terms, it is something of an equipotential joint.
