President Recep Tayyip Erdoğan spoke to journalists on the plane upon his return from Hungary and made statements regarding the new constitution and his candidacy.
Erdoğan said, “We want a new constitution not for ourselves, but for our country. I have no concern about being re-elected or being a candidate again.”
Stating that work was being done on the constitution, Erdoğan added, “We need a constitution put forward by civilians now, not by coup plotters.”
President Erdoğan’s candidacy has occasionally come to the agenda since MHP leader Devlet Bahçeli’s statement during his group meeting on November 5.
AKP Spokesperson Ömer Çelik stated in January that the issue was on their agenda, saying, “What matters is the will of the people.”
CHP Group Deputy Chairman Ali Mahir Başarır responded to Erdoğan’s remarks on candidacy.
Başarır said, “According to the constitution that you yourself made, you do not have the possibility to be a candidate again. You cannot be a candidate anyway.”
CHP’s Başarır continued:
“Let there be an election this November, let’s save this country. We said there could then be an early election and the people could breathe easier. You are not allowing that either. Then it means that you will not be a candidate.”
‘My last election’
Erdoğan had said about 20 days before the March 31 local elections, “This is my final election; under the authority granted by law, this election is my last election.”
Erdoğan was first elected president in 2014 through a popular vote under the parliamentary system constitution.
Despite objections from some legal experts and opposition parties, Erdoğan ran again in the 2023 elections—arguing that the old constitutional provisions did not apply under the presidential system—and was elected president for the third time in total, and for the second time under the presidential government system.
If no early election is called, Erdoğan will continue in this role until the 2028 elections.
What does the constitution say?
The constitutional provisions related to the presidential government system, which came into effect in 2018, stipulate that a person can be elected president no more than twice.
There are two ways for Erdoğan to be a candidate again:
1. The removal of the “two-term rule” in Article 101 of the Constitution.
However, the current number of seats held by AKP and MHP is not sufficient for a constitutional amendment.
To pass a constitutional amendment:
* 360 votes are needed for a referendum-based approval.
* 400 votes are required for direct approval.
Considering that AKP, MHP, DSP, and HÜDA-PAR—the parties in the People’s Alliance—have a total of 321 MPs (excluding the Speaker of Parliament, AKP’s Numan Kurtulmuş, who does not vote), the number falls short.
Given the current picture, opposition parties are not expected to support a change that would pave the way for Erdoğan to run again.
