I don’t know what the Scottish process is, but if this was in my LA in England the issue would be that this service is delivered as an alternative provision in co-operation with and partially funded by the child’s usual school.
Private schools aren’t linked to the LA alternative provision system, and don’t have the same obligation to co-operate with it and contribute to funding it. Effectively, as the child isn’t within the state system the state system can’t commission the service.
This isn’t the fault of this child or their family, and I would hope for some common sense and compassion to be applied by the council. But, I don’t understand why the private school that should be responsible for this child’s education isn’t being criticised.

Why is the child’s school not providing them with lessons? Presumably they’re still being paid by the parents?

Why dont the parents enrol in their local state comp, then get the hospital lessons? I don’t mean permanently, put them back in indep school if they get better – But why are we complaining about some bureaucratic nonsense that could be solved by filling in a few forms?
