Near a hospital?
There are sometimes dedicated “Storchenparkplätze” for “delivering” someone in labor.

There are hospitals in Germany that specifically address military personnel, e. g. near Mannheim/Kaiserslautern (K-Town). Was the photograph taken there?
The British have left, where I live, sadly (we loved you!), but we had a British hospital with English signage all over, too. The signs are still bilingual, but not as prominent as before.
