This agreement involved Ukraine transferring its inherited Soviet nuclear arsenal to Russia for dismantling, in exchange for security assurances from Russia, the United States, and the United Kingdom. The memorandum included commitments to respect Ukraine’s sovereignty, independence, and borders, as well as not using force or threatening to use force against Ukraine.
Russia violated the agreement in 2014 by invading Crimea and the US and UK did nothing but lodge strongly worded protests and less than complete sanctions. Their complete abdication of their responsibilities in this agreement led to Russia invading Ukraine proper and threatening Europe. Once again we see what less than total commitment to smashing aggression down leads to.
