If the Government ( or councils really ) adhered to their zoning plans then more apartments would be built.
You have sites which are literally zoned on the development plan for apartments getting refused or delayed due to a variety of planning issues. Fix the planning, and more apartments will follow.

A lot of people here seem to believe that developers make billions when making apartments and are refusing to build them because they just don’t like money.

The state already has a scheme to subsidise a HUGE chunk of apartments (I think up to €100k per unit?), as long as developers open up their books. I think less than 1000 units have been delivered under that scheme. The state is guaranteeing profitability for developers, I don’t know how many people are aware of this when they hear developers moan about their problems.

They should be building apartments that are social housing and controlled by the state. The private sector has failed.

Always so many excuses for why things can’t be done here, for example apartment high rise buildings.

Why can London and countless other cities around the world build 100 floors high and we can’t?
