There’s no law against it BUT the manufacturer may have an issue with it. You could raise a complaint to coca cola themselves that the retailer isn’t acting in the spirit of how coca cola sold the product to them. Found this article from 10 years ago on it;

I have rung the police but they are too busy allowing crimes to happen to do anything
The packet was probably damaged or opened. Multipack couldn’t be sold. I wouldn’t lose sleep over it.
Packs break open all the time or people open packs. Things happen.

I used to work in dunnes,we did that whenever the box was pierced,opened or too damaged to sell,its really not that deep dude

Sad thing is often the sticker won’t come off ( more so bottle with paper labels) so you pay the return fee without getting the money back
