      There are many worse institutions in Slovenia than University. UL is just fine as far as I am concerned

      Worldwide, I would say yes. Compared to the developed western countries? Mediocre.

      too much communist indoctrination at least in FF and FDV (I speak from experience)
      some professors are excellent, most are average or below average
