Civil servants are there to implement policy not decide it. If you cannot do that without your personal feelings stopping you then you should quit.

You can disagree with policy and still do your job. Extremely dangerous to start demanding ideological buy in from the civil service, unless you want a new civil service every election cycle.

Sounds like some FO staff are getting ideas above their station and have been slapped down. It’s not their job to decide policy, there’s no reason to believe they are qualified to do so.
