That’s kinda normal for the far-right populists. Populism in general only works in opposition, and once they’re in power they can’t do much.
Hitler surprised the world back then by also being a very effective leader, that’s why nobody in power took him serious until they were in concentration camps or being attacked.
The MAGA movement is solving this issue by moving the governing part to people who actually know what they’re doing (as part of Project 2025), leaving the far-right populist as a figurehead.
