>arguing for normalization and improvement of Georgia’s relations with Russia
Yes, some people advocated for this, which wouldn’t have happened under Saakashvili. Note that wanting to normalize relations with Russia is not the same as wanting closer relations with Russia.
>criticized the relations with the West
No serious political party or significant amount of people has argued against being overall pro-Western then or since then, unless you rightfully count the shift of government policy since Russia-Ukrainian war. The biggest overtly anti-Western pro-Russian party is the ironically named Alliance of Patriots of Georgia who got less than 2.5% of the votes in the latest elections.
Mikheil Saakashvili – pro Western? On the paper yes, in reality his regime was the exact opposite of what a western liberal democracy aims to be. It was highly repressive, highly corrupt, highly polarizing, declaring every rival as an enemy of state etc. So unless that part isn’t perceived accurately, the rest of the question becomes pointless.
All the protests, including 2009 and 2011, had less to do with Russia/West question but it was rather anti-Regime, anti-Saakashvili hegemony, who was by the way the master of falsifying elections. If you want to read more on this, check OSCE/ODIHR report of 2008 presidential elections (5th January).
