I think this a bit of a misquote from Leo as he had said one of his regrets was the gov and ie him were too cautious during his tenure due to Brexit / COVID and they didn’t expect for the economy to bounce back as quickly as it did. If they had known that it would they would of invested in housing, public transport and healthcare earlier and heavier but hindsight is 20/20
His main point about how we couldn’t have predicted that the public finances would rebound as strongly as they did (and continue to do) post bailout/austerity years is a fair one. It’s remarkable how far we’ve come.
