Pubic lice. For sure.
No expert – but definately not bed bugs. This looks to me like Booklice. Harmless.

Staublaus, they eat mold and micro mold which starts in dust.
Clean regularly and they will be gone.
If you have actual mold, get rid of the source and the mold.
