On the other hand, this is indicative of how shameful we behaved in supplying what Ukraine needed, and needs. If we had been better allies they wouldn’t have needed to engage in this development, but here we are.

If the rest of the world doesn’t seriously back them up with the means to beat russia and then security guarantees for the future… Ukraine will have nukes again in a few years.
They built the ICBMs for the soviet union and the engineers are probably still alive. They have reactors capable of producing the required materials. They have uranium mines, and even if they didn’t there’s more than enough uranium to enrich in Chornobyl.
Obviously building a nuke is very hard but they’ve done it before.
