Grazie gentilmente.

Idk man wish you luck but GDPR will probably be a big barrier and for good reason too.
This could be the golden moment for AI image search. The best of luck!
Can you make out what is written above “Le Pacha” in the original photo?
It looks a bit like the photo has become blurred because it was photographed with a mobile phone. Makes it more difficult to recognise anything, of course.
I can also only see one photo. You wrote that you have attached a few photos?
Shot in the dark, but get a DNA test at myheritage and hope that he also made one.
Good luck🫶🏻
This photo does not look German to me. We used different letters on German trikots 30 years ago, and Le Pacha also would have been extremely uncommon for a sponsor of a soccer team in Germany, even just for a children’s team. it’s all only guessing though
It’s “Le Pacha” not “la Pacha” written on the shirt, and if you google it, then you find out that there exists several companies with this name, including The Pacha Group, a spanish company, known for sponsoring soccer teams. Not sure if it is the same “Pacha” like the one on the photo, but maybe…
If you have more photos and info geo guessers may be able to pinpoint exact locations. With that you may be able to find specific schools / clubs and have more data to work with.
If you are alright with being on television with your search, then there is a German TV-show in which the host Julia Leischik searches for missing brothers, children etc. and she is really good in finding them even with little information about them.

>most likely in Germany, Luxembourg, or possibly the Netherlands
Your search area is too wide.
Your best bet is to post the photo widely online (reddit/instagram/tiktok), and hope that it reaches the person. Most likely they are not interested in contacting you considering that more than 30 years have passed
So, “Le Pacha” is actually a chain of clubs founded in the 60s:
https://fr.m.wikipedia.org/wiki/Pacha_(discoth%C3%A8que)
They don’t seem to have had locations in the Netherlands or Luxemburg, so it might be the club from München, Germany.
The team sells to have won a trophy, so I would get in touch with the football community in München and check what competition this may be.
Alternative would be to check local newspapers from that period (very likely between April and September, because that’s when football competitions take place).
I’m a bit going down the rabbit hole, so let’s see if I find more 😅
There is a famous resturant in hamburg named Le pacha
Long shot but try face recognition search on a photo of the mom. Pimeyes.com
There’s a restaurant called Le Pacha in Meyzieu, France that seems to be sponsoring a local football team every year – US Meyzieu Football, might be worth contacting them, they have a Facebook page and have posted on it about the sponsorship.
