Are they purposefully not investing in sewege where hungarians live?

It looks terrible, but like 71 % of people living in Slovakia, have access to sewage. For example, in Czechia it’s like 87 %.

Slovakia has a LOT of rural areas. also from what I gathered, Europe starts to favour a self sufficient sewage system for each household in rural parts of the country instead of finding an entirely new public sewage system.
people buy old homes without sewage connection and just create their own sewage and plumbing instead of asking the local government to create and connect them to sewage.
then either use a septic tank with sewage eating bacteria or call “shit-sucker” truck twice a year (some local farmers also offer these services)

That map should really come with a population density overlay.

Slovakia is covered in sewage?

But it is not that unusual
Poland has it similar.
75% has access to sewage network… In CITIES!
But we need to remember that there are viable alternatives to network.Â

Does this include septic systems, too?

A large part of Slovakia is mountainous with small villages. This makes it really expensive to build any infrastructure. This includes railways, highways etc. I also believe the governments in the past 30 years were misusing and wasting a lot of money. Hoewever drilling tunnels to give small villages plumbing is also a bit of a waste of money.
