i think it means Arbeits(raum) or Büro. this is a Direct wire Connection to a Network outlet in a wall in this room.

you can connect a PC to this outlet and a Router on the other end to connect them together, your Landline is something else. look for a TAE Outlet or a Fibre cable near the Terminal where you took the picture.
