Russia has explicitly used the argument that it needs to “protect” Russian speakers and ethnic Russians in Ukraine as a justification for its invasion. Same narrative as in Moldova and Transnistria. This narrative is a core component of their disinformation campaign. Also, the same as in Moldova’s separatist region Transnistria, Russia has extensively pursued a policy of “passportization” in the territories it occupies in Ukraine. This involves offering and, increasingly, coercing Ukrainian citizens to accept Russian passports. Russia has consistently used the narrative of protecting Russian speakers and “compatriots” as a core justification for its long-standing military presence (peacekeepers) and political influence in Transnistria.
