Partiamo dal presupposto che sia un traliccio ma (1) qual è la cosa più breve a sinistra e (2) perché è così basso: dobbiamo abbassarci sotto. Ho visto due di questi nella zona e non hanno mai piante su di loro.

Classic rug beater. Larger carpets across the long steel pipe, smaller rugs have been placed on the small side table (which normally had a bunch of bars to support the rugs).
Torture instrument. Hang up kids from the neighborhood.
It used to be the social hot spot when I was a teen…
I once took a huge carpet to such one – but in another neighbourhood of the city since we did not have one, started to hit the carpet to dedust it – and some old lady called the police on us. Thankfully she shouted to us and told us so we had enough time to disappear.
