The highest council tax charge in Westminster is £2,034 for a £36mil house.
The same as a £250,000 house in the south west.

Council tax is what it is. Fairness doesn’t really come into it. Probably the reason nothing is ever done to increase the number of bands or update house valuations is there would be millions of people complaining it is not fair they have to pay more.
Though come to think of it, maybe the Scottish Government is doing something. Stay tuned.

I really do not see the issue here.
Council Tax Is not a wealth tax, it’s a local service charge, it isn’t designed to target people based on how much their home is now worth. This is what Stamp Duty, Income Tax, CPT ect is for. For example with the house in question, as a UK-resident individual buying your only home, you’d pay around £4.235 m in Stamp Duty on that house in the headline.
Council tax is not designed to target people based on how much their home is now worth. It’s a charge to help fund local services (waste collection, libraries, social care, etc.). These services cost roughly the same per resident, regardless of the home’s market value. I live in a modest proeprty in west london that is valued at approx 5 times the average proeprty cost in the UK but below the average property price in the area I live in. I do not see how it would be equtable to massivly increase my council tax beacuse a house in Devon is worth less but the local services cost more, when I do not live there or use those services. Many London boroughs, especially inner London ones, have the ability to set lower rates. For example, Westminster and Wandsworth have some of the lowest council tax rates in the country whuch is assited by well run councils, a high population density and more income from other sources, like business rates, which lets them keep residential council tax low.

Brit here living in California. I pay 1.1% of the value of my house each year in property tax. In my case, about $48,000 a year. It’s possible for any society to decide to tax property based on its value. We did and we are the most capitalist country. The UK could too.

I guess Westminster council has many other income streams. Probably from commercial rents.

Taxation is generally understood to be a means of redistribution of income.
Peoples ability to pay for local services is different, hence Council tax being banded..

Thing is the vast majority see zero benefit from paying council tax.
Would make much more sense just adding it to income tax – at least then there’s some sort of accountability these local authorities have to be held to.

That did make me chuckle out loud. They literally tried to put this tax as a per person poll tax before settling on banding that they refuse to update.
I think someone mentioned it’s not a wealth tax. It literally is a wealth tax based on how much your house is worth. House worth more then you pay more.

Council tax bands haven’t been looked at for decades as it would be extremely unpopular.
The whole way local government is funded needs looking at because it’s completely unfair

I think there is little appetite to replace Council Tax. If it were up to me though, I would base the tax on the number of bedrooms, with a 25% discount for single occupiers.

Council tax needs phasing out over a period of time, with land value tax being phased in as a replacement. Over a period of five years 20% of the value of council is taken away each year, replaced by 20% of land value tax applied each year.
