This is why we need indeterminate sentences, some people can just not function in society, and seemingly exist simply to damage it.
At some point a person’s right to liberty has got to be superceded by society’s right to live free from harm.

I feel for the group of children who dialed 999 and tried to help the victim. They probably knew him from his busking outside the shops, and must have been traumatised.
