These are skewed towards tiny countries – mostly islands. Look at the top 20 – most of them are islands or micro nations (excluding Bangladesh)
Larger countries have greater amounts of unliveable land deserts like – Denmark (incl. Greenland), Kazakhstan, Russia and Mongolia. Some have large amounts of mountain terrain that counts towards their land mass but you can hardly live on a mountain.
If you looked at the liveable land in other countries – places like Japan would shoot up the rankings

It’s much worse than that because we’re completely isolated though. Monaco is more dense since it’s borders are so small but all you need is drive in any direction except south for 30 minutes and you’re in France. Singapore, Gibraltar, Macau and Hong Kong and even Bahrain are similar so probably Malta’s only second to Male in the Maldives in terms of claustrophobia and isolation v density.
