Unfortunately, the ultra wealthy can easily move to other countries where there is no wealth tax. The only way to effectively tax them regardless of where they live or which citizenship they have is by taxing assets that cannot be relocated, such as real estate. A Land Value Tax (LVT) for people who are ultra wealthy could work very well.

A tax is far kinder than what billionaires deserve. In a sane world any competent and non-corrupt government would just seize their wealth

I still look to the French for revolution of any kind. They, or their influence, are baseline for any dramatic democratic change since the American revolution. Give me air softened suspension or give me pot holes!
