Never played panduri, but I’ve played guitar for many years and the mechanics look the same. Firstly, I’d try stretching the string, retuning, and repeating a few times. If that doesn’t help, remove the string and restring it again. This time, watch a video for how to string a nylon stringed classical guitar, or even ukulele. The advice for those instruments should hold. Lastly, if neither of those do it, my guess is you have a bad tuning peg. If it’s a cheaper instrument (is it?), they often skimp on tuners and they can definitely slip causing massive detuning.
All of these things — unstretched strings, improperly strung, bad pegs — can lead to this problem. I’d try to narrow it down in that order, since the fixes are ranked easiest to hardest.
