While there railways are 60% electrified and 90% of passenger miles and 93% of freight miles are hauled with electric traction.
They should have invested all those money in public transportation and cycling infrastructure instead.

Ofc Norway is easiest to tilt the scales. As many other times, used to show a positive move. But not so do-able in more populated nations, especially ones that face large immigration.
