This could be because their numbers increased enough to allow hunting, no? It’s legal to hunt a quota of bears in many European countries, my country (Croatia) included.
That is not true. Its a first time in 100 years when it was killed on commercial hunt. Bears are killed by a wild animal control time to time. This are usually old or sick animals. What they are doing now is basically giving out licenses to hunt such animals via lottery. Also it worth noting, that bears population significantly increased in Belarus in the course of last years and they are often spotted in a villages.
