If he is there for personal gain, then I would say that he is a mercenary. In this case, Hungary has a duty to prevent the recruitment of mercenaries on its soil under international law.
It is additionally possible for countries to forbid citizens to join wars, IIRC Italy did that too at the beginning of the war (I am mentioning Italy because I am Italian).
as i have mentioned , its kinda against the law in most of Europe for letting one citizens join foreign armies

I dunno about Hungary, but in my country, it is illegal to join army of another country without getting permission from the military of my own country.
If the rules of how this permission is given were to be magically applied in case of Hungary, then he likely wouldn’t have been given it, based on the fact that helping Ukraine would not be in the interest of Hungary (according to their current government) – they have claims on some of the Ukrainian land.

Good your allegiance is with the EU and Hungary not Ukraine. If you want to die for Ukraine you can stay there. If you want to fight join the Hungarian military.
