Lift or press that plastic thing at the hole. Or pour a bucket of water under the seat lid
It’s broken. Contact maintenance or ask a neighbour to do it.
While you can flush the toilet by pouring water into it. There might be a bucket suitable for this in the appartment
Put the round cap to the hole in the center of the tank and push down. The cap should be attached so it’s broken.
You can pour a bucket of water in there if the button is broken
That toilet has a missing part where the flusher handle is supposed to attach to. You can open the bolt on top of the toilet (and lift the lid) to see if the flusher pole is still there. You might be able to raise it back up trough the hole in the bolt.
If you feel unsure, you probably should just call your house maintenance and use a bucket to flush until a professional fixes this for you.

jokes aside, like others said its broken.
1. Lift the porcelain cover. You might need to unscrew the mooring in the center.
2. Pull the crane lever in the middle of the basin that looks like an upside or sideways U to flush.
3. Put the cover back.
4. Call building maintenance to get a plumber to fix it.
That’s something the housing company should fix. Contact the maintenance company.
