      Absolutely disgusting. China never extradites their citizens to *any foreign country under any circumstances* btw, making this even more humiliating.

      When Chinese commit even murder overseas and flee back to China, the other country has to basically plead with China to punish the perpetrator on their behalf.

      All people all the time should be in the absence of a treaty be able to be extradited on a case by case basis and subject to normal legal process that goes with that.

      Its actually treaty arrangements that are the worst not this which is basically the non treaty default.

      If you have an organised or violent criminal, that you know is in fact guilty or beyond the reasonable doubt so and lack jurisdiction or in fact already convicted them of it yourselves, you should not be barred from allowing extradition because of their original nationality.

      And you can on a case by case basis assess that along with specific issues around deporting them.
