I have seen this almost everywhere around Ireland.On one of my college organised trips when I enquired about it,the tour guides told me that these are different places of interest you can stop by and view if you want.They usually signify some historical events that happened there or are some local tourist sites that people can visit.
By the looks of it,it looks like a tourist attraction related to weaving
