I very much doubt the trouble makers would volunteer being caught by authorities via asking for asylum. In general Finnish border easy one to illegally crossing physically, but so well censored and patrolled, that one is near certainly noticed and caught.
The real trouble making is either hired locals or agents arriving ostensibly legally most likely via some other schengen country.
Since yeah, there will be serious scrutiny by authorities.
Imagine if we caught burglar red-handed and then gave him all the loot he tried to take.
