The WTO has been crippled for decades. Judges retired, then the US blocked the election of new ones and now they don’t have the quorum anymore to make decisions. This started during the Bush term, but Obama, Trump and Biden kept on following that policy.
I think US doesn’t follow any laws anymore unless they are made in White House.
Tariffs themselves are not a presidential power and there is a court case in US already.
