Just 10D chess them, if there’s no paper trail saying an order for the flags to be taken down was given then assume the flags were removed by accident and put them back up. If someone removes them again call for an investigation into the council office employees over concerns that an employee is being negligent at their job by repeatedly “accidentally” removing the flags
