I think the cockroaches and mice droppings are the more relevant factor to the closure than the meat that wasn’t being sold
This is the system working as intended, surely? Inspections find things that shouldn’t be going on and act accordingly.

My brother kept a dead dog in his freezer for years so it could be buried alongside its sibling who was still in rude health.
There is still no law that forbids from consuming dog or cats at home though
There was a resturaunt near me over a decade ago that was alledged to have the best chicken chow mein. The key ingredient wasn’t chicken, but actually cat. The owner had been responding to “free to good home” requests and using the animals as meat.
I’d say this sort of thing is a lot more common than people would like to believe.
