      It was originally designed as a monument to writer Shota Rustaveli but was never finished. At some point, it was given to the custody of the alpinism and climbing association, who installed climbing holds on the interior of the structure. It is now a free outdoor climbing wall

      From what I know the whole area was supposed to be a huge amphitheater dedicated to write Shota Rustaveli, but due to funding cuts and then Soviet Union collapsing it was never finished. Nowadays climbers use it to practice climbing. You should visit it if you get a chance the view from up there is absolutely gorgeous, you can see a Soviet obelisk dedicated to workers in Khudadovi forest, tho nowadays that obelisk is falling apart.
