On the one hand this feels like they are trying to milk their customers, on the other hand

So you could just as easily say the car costs X+649 pounds but if you want you can reduce this price a bit and in return a feature is disabled or you can enable it for a monthly payment. I think the most important part is being straightforward about the pricing and not hiding things in fine print.

This shit is the same approach as IBM had (maybe still has) with their Power systems. You buy the lower spec server but they delivered a fully loaded server limited to what you bought. If you need more resources you gotta pay for a license to enable the hw that is already there.
