Spending vs Outcomes are what matters.
European nations now have to buy from the USA what Ukraine and Europe wants to be sent to Ukraine.
Any capacity that can only be met by USA production/stocks will have to be bought from them. European spending can be far higher but that likely includes funding for new production facilities etc.
As we´ve seen from Rheinmetall for example 3.5 years into this war they still haven´t actually built a new factory in Germany and [they still haven´t overcome the Ukrainian Govt´s barriers to establish one in Ukraine](https://ukranews.com/en/news/1099350-rheinmetall-ceo-unhappy-with-pace-of-construction-of-ammunition-plant-in-ukraine-and-blames)
So it´s best to be careful well looking at headlines like this
