Take some Pliers. Turn the upper knob with those. What advice do you want from us here? If its stuck, it needs more force, simple
Well, the top right one is for cold water to the faucet, the bottom right one is for some device like a washing machine or dish washer, and the top left one is for hot water.
You can try carefully with pipe tongs. If it is stuck there has to be a valve somewhere in the house to shut of the water further up. In modern buildings there is usually one in the apartment for the whole apartment water supply. In older houses there are usually multiple vertical pipes through and each of them has a valve in the cellar to shut it off. It will affect your neighbors as well. And there will be a central one of course. The further up you shut it of the more water you will have running out of the faucet before it stops.
The top right knob is the one for the cold water to the faucet. They are often hard to grip and get stuck in the open position. Wrap some cloth around it and try to turn it again, clockwise. If it still doesn’t budge, try to find your main shut off valve, its normally next to your water meter, often in the kitchen or bathroom
Above or next to sink/basin there should be two meters for hot and cold. Those are the mains for that specific area. Turn it off then open the taps to let the release the water pressure ( keep it off until you get help)
Don’t use pliers to avoid stripping the connector points. Use the correct tools ( wrench/spanner/ monkey wrench) or the right person to fix the leak.
It possibly might just need tightening or some new thread seal tape.
